Knead lightly on a floured board until smooth and elastic.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Cut dough into 20 pieces. Oil hands and board; flatten pieces of dough. Place tablespoonful of meat mixture in center. Form into buns by pulling dough up around filling; pinch to seal seams. Place on squares of waxed paper, smooth side up and arrange on steaming rack . Cover and let rise until doubled . Steam for 15 minutes.
