Stir in flour, oil, sugar and salt and mix.  Knead about 20 minutes.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Pinch off balls (1-1\/2\u201d diameter) and roll dough.  Flatten dough and spoon 1 tbsp. filling into center of dough and shape dough to form a ball with filling in the center.  Place dough on wax paper and place in steamer.  Brush each manapua with salad oil.
