Peel and grate potatoes into egg mixture.  Mix immediately to prevent potatoes from discoloring.  Add the ground beef and seasonings.  Sprinkle the cornstarch on top and mix well.  Heat pan with oil.  Drop by spoonfuls and cook over medium heat with cover on.
